Again, if it is determined that you are intentionally throwing games (by doing things like dropping productive players, failing to set line ups, etc), you will be asked to leave the league. I think we can all abstain from cheating, right?
I think the right way to go is to have an unweighted system. That eleminates the incentive for tanking. There is no reason to punish the manager ranking 7th who tried hard to make the playoffs but came up short.
Determining who tanks and who doesn't is very subjective and therefore, I think equal lottery chances for teams 7-14 makes for a fair and safe system.
Actually, now that I think about it, the best way to ensure there is no tanking is to reward the 7th best team with the most balls, and then down to the worst team with the least balls.
