If Anderson has another year next year that is as good or better than this year, him locked up for another 3-4 years fairly cheap might net you two (late) 1sts kind of like what Houston got for Covington.
3 TL/DR - Use the space to go after a 3rd star and if I can't find one I use it to acquire more assets for when a 3rd star becomes available

Under this scenario Anderson is likely going to be a backup 4/3 but should still be able to get 25-30 minutes. So if we decline Winslow and give Collins his max that should leave us with around 7-8 million left in cap space (trading Allen could free us up some more). If we were to offer Anderson a 7 million dollar rise so lets just round that up to 17 and extent him on that flat rate or maybe even some declining aspect to it. Would he accept the 4/68 with an immediate raise of the 7 million? Would that me enough to entice him? Too much?
I am just not sure if I want Anderson on that contract as a backup, until we find our starting SG/SF (this is assuming Brooks fills one of those roles) do we want to lose salary flexibility by extending him? Or we trade Anderson if the return is worth it now, or just keep him into FA and see what are options are at that point.
I would hope under this sceneries maybe with pick 11 we find our SG/SF of the future, but that is no guarantee. We would have to make that decision on Anderson before we have a good grasp on that players capabilities which might take years to unfold.

I'd imagine that it would either have max decreases or at least decrease after the first year with the former more likely than the later given the FO history unless we are trying hard for cap space in 2022.
So I think the max I'd do comfortably would be to start him at like 15m for next year with max 8% decreases. Including the bonus money added to next season, he'd get a total of about $54.7m of new money with the extension which is about $13m or so more than if he waited till next offseason and only got the full MLE. He'd have to decide if he thinks he can get $13.7m+ or not from a team the following offseason since that would be the breakeven point if he forgoes our proposed contract extension. For a team trading for him he would be able to be legally traded to a not-over-the-tax team for their MLE player salary-wise as soon as after next season which should make moving him to almost any team fairly simple. This is his last contract so maybe he prefers to wait and bet on himself, but there also is a chance he worries next season goes sideways and he misses out on his payday. This protects him against a bad season or injury.
Starting at 15m: 15m / 13.89m / 12.86m / 11.91m / 11.03m (New money: $54.7m)
For a starting-caliber glue guy/role player on a team that isn't too bad. For a 6th guy off the bench it is maybe a little expensive but not terrible. With JV gone in your scenario you probably have Anderson as your starting PF next to JJJ with Tillman starting when the matchup dictates it. Then if Clarke has a resurgence or via trade/draft you end up with a better starter than Anderson, you could trade him in the 2022 offseason to some team who want a long term cost controlled PF. You also have teams that went all in with their picks starting to have a 1st round pick available again so maybe they'd toss in one more pick to try and win now, which in turn makes that pick pretty valuable. Especially if you can get a pick swap or something too depending on how strong the market is.
-Minny could have strong interest if McDaniels can slot in at SF and they don't find a PF during that time.
-Golden State could potentially have interest if they are still win now (they should have interest now honestly).
-NOP could have interest if they plan on playing Zion at C since Anderson is pretty solid on help D (I think they need a center who can space the floor next to Zion but who knows what they are thinking). Atlanta may have interest if they end up losing Collins this offseason (I bet they keep him at a max or near max contract).
-PHX could have interest if Crowder starts declining (they could even trade Crowder as an expiring plus picks for Anderson next offseason).
-Who knows what Boston looks like a year from now but there is a chance they may want Anderson.
-Brooklyn is one that could be somewhat interesting. Maybe they do Harris, a pick, and a pick swap for Anderson+ok player if Harris has a rough go of it next season. Or maybe they do just Harris for Anderson to save money on a hefty tax bill.
-If the Bulls lose Markkanen this offseason then maybe they make a move for Anderson to keep Lavine? If they keep Markkanen and he isn't working out would they pay to turn him into Anderson (I don't know if we would want to do that though).
-Dallas really needs a star to pair with Luka, but if they are looking for quality role players to put around him maybe they'd have interest?
-Denver has Gordon right now but if he walks after next season they could really use Anderson especially if their guard situation doesn't change much. His secondary creation would really help plus his help defense would be good next to Jokic and MPJ. Only problem is that both MPJ and Anderson are best at PF so Anderson would likely log minutes at SF as well as maybe backup PF when MPJ sits.
-If the Pacers move Turner they might have some interest in Anderson
-LAC has Morris but maybe they have some interest? Probably not but who knows. Maybe they move Morris and trade for Anderson to get a little cheaper with PG13, Kawhi, and hopefully a solid point guard pushing the team into the tax.
-Could see the Heat having some interest. Think he'd work decently with Bam and a cost controlled starter may be something they are looking for at that time with Robinson either gone or on a large contract, Bam and (likely) Jimmy's extensions, and maybe a Lowry or VO contract on the books.
-MIL may have interest in him as a PJ Tucker replacement since after another season PJ may really be declining.
-Utah could use a PF right now since they keep having to play small and put a SF at that position. Anderson would fit the passing scheme, help Gobert on defense, and with his new 3pt ability still spread the floor almost as much as Royce was.
-Who knows with the Knicks, Kings, and Spurs since I have zero idea how each team will look in a year. If they are rebuilding then no interest. If not then the Spurs could use a PF, the Kings could use a PF if they move on from Bagley, and the Knicks might need one if Randle isn't on the team or if he moves to center and Robinson isn't on the team. Though the Knicks could use playmaking, I really don't see them as a good target.
