Any player that has not been drafted or claimed in the free for all is now a "free agent".

TEAMS THAT ARE ABOVE THE SALARY CAP ($58,044,000) MAY USE THEIR MLE (5.854) AND BAE ( TO MAKE OFFERS FOR PLAYERS.

Teams that are under the cap can use their cap space BUT DO NOT have either the MLE or BAE to use in this "offseason".
