Me, Roc, and Sambone has all confirmed and our now on the same page. You used your space to absorb some of Granger's salary in that particular trade. By doing so you waived you MLE and BAE, as well as your TPE's (which you already knew about). Roc was unaware of this. Sorry for any confusion. Thanks. Signings not allowed.
This is not reflective of the true collective bargaining agreement.
Elligability for an MLE in the free agency period sets in at the start of free agency THAT summer. In other words, if a team has less than the MLE worth of cap space the moment free agents are able to sign, they get the MLE during that offseason. A draft day trade that reduces a teams' cap space does NOT prevent them from using the MLE. Bryant's original signing should stand.

I'm pretty sure that you either have to renounce your cap holds and then you gain cap space, OR you keep your cap hold and get to keep the MLE, LLE, etc. You can't hold some of your cap holds, absorb a contract or two, and then claim you're back over the cap by the cap holds to use the MLE. It's one or the other, either keep the cap holds from the players that expired and have the MLE, or renounce your rights to the players and get cap space.

^If the trade in question was made during the FA period you would be correct, but since it was made during the draft, I don't believe this to be the case.
If you get either the exceptions or your cap space, whichever is higher, at the start of the free agency period. The trade in question was made well before free agency, and Bryant was never under the cap at any point during that FA period.

After acquiring Granger (waiving all my TPEs in the process) which occurred during the draft, with the cap holds of all my FAs, I was under the cap by about $2M. As Snakebites mentioned, at the point where FAs can start signing, that is when it is determined whether a team can use the MLE/BAE and THAT is when if they have cap space they technically waive the MLE/BAE. In this scenario, with those exceptions I am over the cap and am entitled to use them.

Since my name was added to the post when I didn't know the Granger trade details/timing I am going to make a ruling on this and overturn the overturning. 
From what I now know of the timing it happened before FA started hence before the July moratorium so...
The signings count.
As for the rest of the unsigned FAs... sorry but no more will sign since the game deadline was last night and nobody had made a fair offer before that time came.

Good, at least we got to the bottom of this. Sorry again for the inconveinence. Im glad there are ALOT more rule guys then i thought. Thanks everyone again for the help.

There is logic behind this. The whole idea behind an "exception" is that it is an exception to the rule which says a team has to be below the salary cap. In other words, an exception is a mechanism which allows a team to function above the cap. If a team isn't over the cap, then the concept of an exception is moot. Therefore, if a team's team salary ever drops this far, its exceptions go away. The effect is that a team may have either exceptions or cap room, but they can't have both.

simply from always watching the draft and hearing the announcers talk about the trades that happen.
I could not find anything written (did not look that well) but found this quote in an article in the Washington Post when they traded for Hinrich the night before the draft

Because this trade can't be completed until Washington officially has the cap room to take on Hinrich's contract, it won't go through until July 8.
