Denver has been taken over already. Just email the commish if you are interested in Chicago, Utah or Philly.

You need to post a roster that includes team salaries, a depth chart and contact information. We are doing free agency right now, so you can send in offers (details are in the free agency thread). We are operating under a new CBA that includes an amnesty clause you can excersize. The roster thread includes all information of what needs to be in your roster post (we just edit the posts to update them after transactions) and the first post of the discussion thread should have all the information you need to get started, including details about max salaries, MLE, BAE, etc.
