When a player is waived, can a team over the cap claim the entire contract?

No. RL there is bidding system or "claimed of waivers" deal.

Here, we just do the highest bid wins. Less of a hassle.

How is draft done?

Is everyone required to be there the entire time? How long do we have per pick and I'm assuming draft order will be based solely on regular season standings?

You can send me your list and for the first round there is 30 minutes in between picks and for the 2nd round 15 minutes.

I am ranking these teams based on how I think they'd do in an 82gm, 2013-2014 season, correct?

Okay, If I did my cap holds correctly for Dallas, then my cap right now is well over the $100M mark even tho I currently only have $51M in actual salary on the books(Pau and Dirk have absurd cap holds). Surely this doesnt put me in violation of the hard cap, right? Because I will either resign them at much smaller numbers or lose them in FA. Also, what does this do to my right to use the taxpayers exception? Can I not use it until my top FA's have made decisions lowering their cap hits?

You can go over the 100 hard cap with cap hold, just not actual real dollars salary.

In FA it says we do not have an average salary but isn't that what the non-taxpayer MLE is calculated as? Using the round drafted instead will save me $1.6m cap hold on Chalmers by my calculations, not sure which number to use at this point

Non-Taxpayer MLE is almost always 5 million, just for simplicity.
