He's a restricted free agent. You make the qualifying offer to him, and that gives you the right to match if he signs an offer sheet with another team. You list the cap hold (it's not equal to the QO - I believe the formula for figuring it out is in the first post on this thread) on your roster page until he signs.

2014-2015 salary wasn't guaranteed & i was just making sure that i was keeping him & not releasing him.
