To be clear, we’re ranking how good that team is, not the job done on the team by the GM, correct?

Correct. Rank each team on how many NBA games they would win during the regular season.

You don’t,
So your rankings should only go up to 28 (since you have two teams)

To make this fair to GMs who doubled up they generally stager the results and giving them as many votes as teams they have (well one vote just gets counted same number of times as the number of teams you GM)
Which has yielded fair results in the past in DN decides to go that route, though there are other fair methods to ensure fairness and DN will weigh them up and choose what he thinks is best.
