The clock started at 8 PM last night, he was quoted at 9:38, so it expired at 11:38.

Ok weird, my time difference calculator indicates he was quoted on 10:38

I think we do after trying a small simulation, for 10 participants. Can reduce to 80s and it'll also work, but going earlier adds just about 4 players.
Open to hear more opinions after others explore the pool.
