$17,190,000 is the max salary for the 1st year of the new contract for the player in question. Your own player can get up to 10.5% salary increase per year and up to 6 years. Any other team can offer the same 1st year salary but only up to 8% salary increases and up to 5 years.

OK, but you still have your minimum salaries wrong. Use this:

Make sure you use the 2010-11 salaries and for the correct year.

I'm not entirely sure how minimum salary guys count in the team salary, as according to Coon, the league covers the difference if they have more than 2 years in the league. It sounds too confusing, so I'll just keep it at this; it shouldn't really affect your cap space too much anyway.
Your total is $35,399,145, giving you $21,900,855 in cap space.
The minimum is 854,389 for a player in the league for 2 years, all players that make the minimum and have been in the league for 2+ years will have this cap hold since that is the amount that the team pays.
When a player has been in the NBA for three or more seasons, and is playing under a one-year, ten-day or rest-of-season contract, the league actually reimburses the team for part of his salary - any amount above the minimum salary level for a two-year veteran. For example, in 2005-06 the minimum salary for a two-year veteran is $719,373, so for a ten-year veteran, with a minimum salary of $1,138,500, the league would reimburse the team $419,127. Only the two-year minimum salary is included in the team salary, not the player's full salary. They do this so teams won't shy away from signing older veterans simply because they are more expensive when filling out their last few roster spots.

Minny's GM pointed out to me that overseas players (e.g. Rubio) have a cap hold during the offseason:
So, Rubio has a cap hold of $3,835,600 (scale amount for #2 pick in 2010 - year he'd be signing), so that changes the amount for the Clippers.

So, Rubio has a cap hold of $3,835,600 (scale amount for #2 pick in 2010 - year he'd be signing), so that changes the amount for the Clippers.

LBJ, my roster is updated and the only thing that would affect my cap space is the fact that I have Henson as being signed for 120%. Do you mind double checking it for me? It'd be a great help.

OK, you still have Hughes', Oberto's, etc bird rights according to skorff's post, so I'm not entirely sure if you're actually planning on keeping them. 
And Sefolosha's cap hold is NOT the QO... it is 300% of whatever his previous salary was, so that will bump you up some.

Alright, I'd like to waive Hughes's and Oberto's bird rights as well. And regarding the 300% cap hold, we need some consistency here. We used the QO as the cap hold last offseason didn't we (I may be wrong)?? I'm in favour of the 300% since it's correct, but we still have current FAs that were signed on the basis that the team had the cap space last offseason.

that was what I thought also, but can not figure it out, only skorff knows, and not sure if he made a judgement or not

I am curious as well, but skorf did tell me quite a while back when I asked about Morrow that his cap hold would most likely be the MLE so he had to have checked that stuff out at some point.

"I spoke to skorf last night and he said they are implementing the caphold rule starting this season as part of the game's natural growth. Each season they add something new to the game and this season its the capholds. I got no problem with that and it only makes the game more life-like and adds an extra edge to it. ^That's exactly what it is, but I'm upset because I might lose the chance at signing an FA because of my RFAs, while last season others weren't hindered with the same problem. This isn't a totally separate game, it's a continuation, and we need consistency. I didn't notice any cap hold ommisions in 09 since I wasn't going after any FAs. 
I did know there was a chance Morrow would count as MLE caphold and planned accordingly so got lucky in that regard. Pretty sure Boston was ready for these cap holds as well based on how he set up his roster towards the end.
Overall though skorf has done a fantastic job as it is no easy task fo sho.

Yeah, skorff told me we're using cap holds for RFAs, overseas guys, etc.
And yes, now you guys know why I traded Rondo...

i can check once you update roster/salaries, but $5.7 million pretty much = no cap space. (Value of MLE)

Of course you could have just signed him to an extension like Charlotte did. I still feel that it was too low though as he would have recieved max offers in this prematurely depleted FA class. So I understand/stood why you dumped him.

Good job planning for Marrow, but it is hard to be prepaired for Foye to go from 4.795 to 10.727(no way he gets 11 mil a year) and Gay goes from 4.422 to 9.85
