Restructure

1. In the interim (well, permanently); I will offer my services as Commissioner.
2. Roster pages MUST be updated by 7pm EST Wednesday 19th, starting with 2010/11 Salaries. If you're not uploaded by then, we will recruit replacements!
3. Team Options - you have the right to decline any Team Options; but please state on your roster page who you are releasing.
4. Player Options - all players have opted in, with the exceptions of:
- LeBron James, Dwyane Wade, Amar'e Stoudemire, Chris Bosh, John Salmons, Channing Frye, Shannon Brown, Joel Anthony
5. The above list of players CANNOT be approached, or S&T for, until after the draft.

Trading

1. Trading will commence on Thursday 20th, 7pm EST, with the normal 24 hours before approval (and chance to veto). This allows any teams that want to move up the draft the opportunity to do so.
2. As mentioned before, only players with contracts for 2010/11 can be traded.
3. Your roster page MUST be updated, or your trade will be rejected.
4. Trades will be approved after 24 hours, with every GM given the opportunity to veto (by emailing me)
5. ONLY update your roster page once trades have been approved.
6. All trades currently posted are cancelled; however if you repost them once trading opens they can be approved.

Draft

1. Drafting: Draft will be completed in real life order.
2. Drafting will start on Friday 21st, 7pm EST.
3. Each team will be given 4 hours to make their selection, otherwise the BPA (from DraftExpress) will be taken. 2nd round picks will have 2 hours.
4. Teams can email me in advance with a shortlist of who they would like to take, if they do not believe they will be around. You can also publish this list on the forum.


Salary Cap

Salary Cap for the 2010/11 season is $55,000,000

Luxury Tax threshold will be $65,000,000

Hard Cap will be $95,000,000

Free Agency

1. Free Agency will begin Monday 31st May, 7pm EST.
2. Teams under the cap can make offers for any player; please send them to myself along with a brief justification as to why you feel the player should sign with you. I will discuss any major free agent signing with r0cd0gg, who is impartial for this game.
3. Teams over he cap can make offers using both the MLE - $5.5m; or Vet Minimum ($900k). MLE can be split between players. Again, these will be judged by myself and/or r0cd0gg; a short justification is required.
4. Sign & Trades can be proposed; however they require the same justification from the signing team, and of course agreement by the team losing their player. Again, these will be judged on the merits of the deal.

Judging

1. Trading will close at 7pm EST, July 12th.
2. Writeups must be submitted by 19th July, 7pm EST

Judging Criteria will be as follows:

1. Best team for win now. These will be ranked by Conference, with the 2011 NBA Champions being the team that scores the highest points.
2. Best team for the future. These will be ranked across the whole league; expensive contracts and excessive spending will be punished in this category.

Do we get involved in cap holds? And how are qualifying offers approached?

I will assume qualifying offers have been acted upon unless otherwise stated.

Restricted Free agents can be offered contracts within the first 3 days of free agency; and the team holding rights will be given 24 hours to chose if to match.

For the sake of this game, cap holds will be $500k for every player you are under the minimum of 12.

The draft lottery is tommorrow so we will be using that order, correct?

In the past the draft has been a magor sticking point. I am willing to run that if people just email me a list of the players they are interested for each pick, then we don't have to worry about people forgetting to make a pick/the draft taking several days (4 hours per pick comes out to 10 days) - we can shorten that time by a week if we just do email instead of an actual draft, but whatever you decide to do is fine, the rest looks great to me.

I think you need to clarify a couple of things here:

1- DRAFT LOTTERY: IMO, we should follow the actual draft lottery order as determined by the real-life lottery (which I believe is tomorrow). That way, there's a chance that a team wil get real lucky and will add more fun to the game.

2- FA S&T: Since you have mentioned that S&t candidates cannot be approach until after the draft, how does one approach them? Do we go through the agents? If yes, who will be the agent? If not, can teams negotiate all possible S&T's and then go to the player's agent to see if the player likes one over the other?

Qualifying Offers - I mean the team can choose to make the qualifying offer and has to inform me, and I will let you know if the player accepts. In most cases it will be unlikely.

Cap Holds - I will assume rights to all free agents are renounced unless otherwise stated - unless you guys think I should do something differently? This will not affect a players decision on whether to sign.

I agree, this game needs some rules sorted out still.

Before we even move forward, the teams should send in as to which players they are extending QO's to and which players they are renouncing. After that, the FA pool is determined by the Commissioner and then the FA period starts. Otherwise, it will be very complicated FA period.

I think capholds should count for un-renounced FA's.

Draft Lotto - Have just emailed, we will use tomorrow nights actual lotto resutls.

FA S&T - S&T candidates can be approached when Free Agency begins (31st May)

I will act as agent for these players, and refer any difficult decisions to r0cd0gg, and the panel of volunteers.

If a player from Team X feels his best option is Team Y, I will inform both GM's that the player would like to work out a S&T. It will then be up to you guys to decide, or decline. (At which point the next preferred option will be taken by the player).

Ok, well I'm happy to listen to the majority on this one, I just want the game to run as smoothly as possible.

All team options (including QO's) can be listed on your roster page (use my Lakers page as example because I have every category covered)

Cap Holds really only matter if you are under the cap. please remember that a QO (making the player a RFA) is not his cap hold, it is just the min contract you are offereing to keep his RFA rites.

If you would like to keep someone's Bird Rites (allows you to go over cap to sign the player but not rites to match) please post that also
If you want the cap space you can waive the players bird rites so the cap hold does not count against you, if you want to use cap space you also waive your MLE, and BIA

also remember that you can keep a guys rites (like JJ to try and work a S&T or to try and sign him) then you can renounce his rites when you sign the new FA.

Looking for a center.

not sure what direction I will be going with Boston. Most likely will be going young. Rondo is off limits and Perkins will be very difficult to get, but the Big 3 are available

The main perspective I'm going into trades is: Move Billups, get a legit big, and get a draft pick.

I'm open to Melo offers, but it will have to be interesting.

After 4 major trades, imma be stacked @ the wings.
