GM a Team - We're bored edition - Free Agency 2012

If you are not picking up a TO or QO of a player on your team you must post in this thread by Sunday.

Obviously tier one free agency is a big deal in this game, so I've decided that we need to devote special attention to it to ensure that it gets done right. For those of you in the running for Deron Williams, Chris Paul and Dwight Howard this is what will happen:

1. You will send all of your offers in until Sunday at midnight EST. I will then forward those offers to two other GMs and the three of us will vote where we think each player will end up.
2. There will be sign and trades allowed, but there are no guarantees that they are likely to happen even if you work out an offer. For a sign and trade BOTH teams must send a pitch as to why they think X player would accept their offer.
3. Players have a good chance at resigning with their own teams; this is not a guarantee however, we want the bidding to be competitive.
4. When sending an offer all salaries must be clearly stated and structured along with your team's depth chart and why X player fits well. The following is an example of what we are looking for

Title: Dwight Howard, New England Patriots

Why Dwight should sign with us (please be more detailed than me): Dwight would fit well in our uptempo offense that spreads the floor very well and has competent passing, shooting and defense at every position.

Why Deron should sign and trade: so he can end up on a better team than the ones with poor depth and not leave a bitter taste in New Jersey fans' mouths.

Monday: Tier One decides, Restricted Free Agency begins along with tier 1.5.
Tuesday: Tier 1.5 continues, Restricted Free Agency Continues
Wednesday: Close of Tier 1.5, opening of tier 2.
Thursday: Tier two free agency continues (along with any players left from 1.5), Restricted free agency continues.
Friday: Tier two free agency concludes, Restricted free agency concludes, Tier three begins.
Saturday: Tier three continues.
Sunday: all free agency closes.

Salary Information
Signing my own free agents?
You are allowed the usual 10.5% raises and may offer a maximum of 5 years.

Signing another team's free agents?
You are allowed 8% raises, may offer for a maximum of 4 years, and if you are over the salary cap and below the hard cap have an MLE of $4.6 million.

I want to sign a player for the max, what is it?
1-4 Year players: $13,000,000
5-8 Year Players: $16,000,000
9+ Year Players: $18,000,000
No player may earn more than $20,000,000 in one year, you may have 8% raises for a player up to the cap of $20 million if you are signing another team's free agent, or 10.5% raises if it is your own free agent.

What is the minimum?
Rookie (what second round picks will sign for): $380,000
Veteran: $800,000

I want to sign a second round draft pick or an undrafted rookie, what can I offer?
1 year: $380,000
2 years: $380,000 (1st year) /// $418,000 (2nd year)
3 years: $380,000 (1st) /// $418,000 (2nd) /// $800,000 (3rd)
The first year will be fully guarenteed for the purposes of this game once the "season" starts (immediately after free agency). The next years may also be fully unguarenteed, but also become guarenteed once the season commences.

If a rookie becomes a free agent because a team renounces his rights he may be signed for any amount, but it is very unlikely that that will happen during the course of this game.

What is the MLE and the BAE?
MLE: $4,600,000
BAE: $2,000,000
Raises work the same as any other contract.

Questions about Bird Rights?

26. How long must a player be with one team before the Larry Bird exception can be used?

The basic idea is that a player must play for the same team for three seasons for his team to gain Bird rights (two seasons for Early Bird rights). It can be a single three-year contract, a series of three one-year contracts, or any combination that adds up to three seasons (two for Early Bird). However there are a number of complications:

When a player is traded, his new team inherits his Bird rights. For example, if a player signs a three-year contract, plays two and a half seasons with that team, and is traded at the trade deadline in the third season, then his new team owns full Bird rights following the third season.
The player must complete his contract immediately prior to becoming a free agent, which essentially means he can't have been waived. If he signs a series of contracts, then this only applies to the last contract. If a team signs a player and waives him after one game, signs and waives him after one game again the next year, and in the third year signs him and keeps him the entire season, then they will have full Bird rights following the third season.
The clock resets when the player changes teams by signing as a free agent. An interesting case occurred in the 2008-09 season with Antonio McDyess, who had played exclusively for the Pistons since the 2004-05 season. In 2008-09 the Pistons traded him to the Nuggets, the Nuggets waived him, and he re-signed with the Pistons. Even though he only signed contracts with the Pistons and he completed his last contract without being waived, his Bird clock reset when he re-signed with the Pistons because he changed teams as a free agent.
The first season of the three-year tenure doesn't have to be a full season. If a player is waived and signs with another team in year one, then plays with his new team for two additional seasons, his new team will have full Bird rights following the third season.
If a player is waived and is claimed by another team before he clears waivers, then his Bird clock resets.
If a player is selected in an expansion draft, then his Bird clock resets.
10-Day contracts (see question number 68) don't count toward Bird rights.
If a team renounces a player (see question number 34), they can't use the Bird exception to re-sign him for one year.

Dallas will be retaining bird rights on free agents Jason Kidd and DeShawn Stevenson, hoping to re-sign both.

Jason Collins & Rasual Butler return to the free agent pool as we have no rights on them.

We await Jameer Nelson's decision on his player option but hope to re-sign him or offer him an extension in either scenario.

Philadelphia will allow free agents Zabian Dowdell, Al Thornton, Julian Wright & Chris Wilcox to return to the FA pool.

We will exercise team options on all our rookies, and Andrew Bynum.

We will extend a qualifying offer to Jodie Meeks, restricted free agent.

The commish confirmed that Gerald Wallace will pick up his PO for the next season. He won't be a FA in this class.

Golden State makes a qualifying offer to Kevin Love and Jeremy Lin, and picks up the team options on Al-Farouq Aminu, Omri Casspi, Ekpe Udoh, and James Harden.

Golden State waives the cap holds on unrestricted free agents Louis Amundson, Hamed Haddadi, and Charlie Bell. Especially Bell.

No I didn't. I said "most likely," as in "I don't think he'll make more money so he might opt in, but it's up to the panel to decide."

I believe we have 27 GMs, so the target for each player will be 40% of all GMs (11) voting for a player to opt out. Also, just because a player opts out does not mean they won't resign. In many cases, I feel that the home team has an advantage in the signings.

It's not a problem. Reading my post I sounded like a bit of a jerk, apologies if I came across wrong. I also have to admit I am shocked to see that so many people think he would opt out, I don't think he'll make anywhere near 9.5 million (or whatever he was owed), but I could be wrong.
