Multi-Year GM Idea (Not Signups)

Ok, by no means is this a signup thread. This is just to get some talk going around since not many people check the Thinktank thread. I also understand that this is just a potential game and that with negative feedback, we will go back to doing other games. I also know that we won't be starting this game for a while, once the current All-Reject game and maybe the current GMAT games are over.
Another thing I want to mention is that this game's signups are by invite only. This isn't because we only want to play with people we know, I love to meet new people, it's just that this game will most likely be about 6 months, and we need proven people to stay in it and stay active.
So here is a list of potential people to join, this is by no means an actual invite. Just a list that BI came up with of people that could be an option to join.

Ok now on to the actual game:
Ok so I've thought of a game over the past few days, I think it's pretty good, I'll try to sum it all up in one post.
How it starts:
15ish GMs, have to be very active and know the NBA well.
Start in 99/00 season, with an auction draft. Go 10 years, each year being about 2 weeks in real time, for a total of about 6 months real time. 7ish days for trading, 7ish days for off season.
Have 10 players per team, auction will determine how much, raises and years of contract. Have to have two players for each year of contract, max 5 years (IE, 2 players you sign have to be on 1 year deals, 2 have to be on 2 year deals, so that we actually have decent FA).
Details: (Can be changed)
-4 Tiers, 1st three with about 20 players per tier, last with everyone else.
-No max bid
-60M of spending cash
-Can bid any multiple of 100,000 (IE no $400,001 contracts)
-No raises, to keep things simple
-Min bid and cap hold is 500,000
-Money per year outweighs years (IE 10M per, for 2 years will get a player over 9M per for 3)
-Ties on money will go to longer contract (IE 2 teams bid 10M per for a player, whoever gave longer year will get him)
-High bid will last 12 hours till being signed (IE you give a player the high bid at 8:00 AM, and no one bids above you, he is yours at 8:00 PM)
-Clock will be suspended from 12 AM-8 AM EST. You can still bid during then but the clock won't run.
-Must have exactly 10 players after everything is done.
-Max of a 5 years contract
-Must have 2 contracts for every year (IE 2 players with 5 year contracts, 2 players with 4 years contracts, ect)
-Any player from the 99/00 season will be available. Players from 99 draft will be, but 00 draft will not because we will be doing that during the game.
-This will be run be me.
Things to consider: Spending a lot of your money on 1 great player can be good, but role players do matter. Min players can also be very valuable, and cap space at the end can net you good bench players.
Trading:
During the trading, you can go between say 8-12 players, to allow for trading and getting salaries to match. The cap should be at something like 5M more than what we could spend on getting on first players. So if we get 60M to start with the auction, the soft cap will be at 65M (With some small increase, maybe 2M per year?). That allows for a little give, and allows people who want to be a big player in FA, to be so. Trading will be normal 125% rule, as in the CBA.

-125% + 100,000 rule
-Mins count for outgoing and incoming
-Multi-Team trades are allowed
-Vetoing will be easy, because we want fair trades, something like 5 vetoes = a canceled trade
Things to consider: My guess is that there won't be a ton of trading. So if you don't make a trade during a year, that's not so bad.
Draft:
1 round of drafting, each rookie comes in at 2M. Only 15 picks (or however many GMs we get), so even in some weak drafts, the top talent will be taken. I don't think we can do the traditional 4 years, then QO, because then lots of draft picks will never be in FA. So I say something like 2 years at 2M per, then a QO, with a max of 3 years or so there. This way, you get 5 years out of your rookie, and maybe longer if you can keep him.
Draft should only take one day, with 15 active GMs, and lists given.

-Each year, there will be a 15 pick (or however many teams we have) draft.
-Each team start the overall game with 10 picks, one for each draft.
-Rankings will determine draft order.
-No lottery, so if your the worst team, u get the 1st pick.
-Every rookie is signed to a 2 year deal worth 2M per. After that 2 years, they are a RFA that can only sign for a max of 3 years.
-Can trade back-to-back picks.
-Lists are very, very welcome for draft picks.
Things to consider: Trading future draft picks is risky. You only have 1 per year, so if you decide to tank, you better have your pick.
FA:
Run like any normal GMAT FA. A day or 2 for all FAs, with a small MLE around 3M or so. Where the FAs go is based on contract and team they are going to.
Details: (Can be changed)
-There will be a total of 10 FAs (00-09) for the 10 years this game will last.
-No raises.
-Any expiring player will be in the FA pool (IE for 2000, any player who signed a 1 year deal from the contract draft will be in the FA pool)
-Bird rights are valid for any contract 3 years or longer, but don't add any value to offering deals like in RL (In RL, teams with BR can sign players to longer deals with more increases, not the case here. Everyone is on an equal playing field, only thing it helps with is that you can go over the cap to sign this player)
-MLE will be 3M per year, for a max of 3 years
-No BAE
-Min will be at $500,000, and you can go over the cap to sign mins, max of 2 years long.
-Rosters must always be between 8-12 players when season is going on.
-Max offer is 18M per for players with 5+ years of experience, 12M for 4- years of experience, even if they were signed more in the auction draft.
-Waived players count against cap.
-Draft will take out 15 best players, so the next 15 best (based on WS) will go into the FA pool as UFAs.
-Every other player in the league that hasn't been chosen in the auction will be a UFA, however, the commish will only list the top 50 FAs in the thread (based on WS). If you want to look deeper, then you can.
-Unlike the auction draft, you can sign players to any length contract up to 5 years.
-Rookies are drafted at 2M per, for 2 years for any and all picks. They are a RFA after 2 years, where the max year contract will be 3 years, then they will be UFAs, but the team that drafted will have BRs.
-Cap will start at 60M, and increase every year by 2M
-So totally, the FA pool will be made up of:
____-Undrafted players from that years draft, that are the #16-30 in terms of WS
____-Any exp contract
____-Any other player that isn't on a team
____-Rookies from 2 years ago as RFAs
Things to consider: Lots of the main guys were loyal to teams in RL, and most will stay loyal if offered the right deal. However, if you set up the right team, and get a guy with a different personality, he might go to a new team.
Rankings:
Every 'year' on the final day, everyone ranks everyone elses team based purely on talent. Maybe have a small writeup, but nothing more than a paragraph, if anything. 1st place gets x amount of points, 2nd gets a little less, 3rd gets a little less, and so on. It would pay off to rebuild because you could win a title in later years.
At the end of the game, we count all points and determine winner.
Details: (Can be changed)
-After each week of trading, all GMs will rank all other teams.
-Will be divided into East and West (determined by random lotto before auction draft), and overall rankings will be divided by conference (IE even if the 2 most highly rated teams are from the west, the top team will get top points. Then the top team from the east (who lost in finals) will get 2nd points. Then the 2nd in the west will get third and so on. So even though the 2nd best team in the west was better than the best team in the east, because of conferences, they get less points)
-Don't have to put a writeup out.
-Writeup will be small, only to show how your team is better than other contenders.
-Low teams won't need to write writeups at all because they want higher picks, lower rankings.
-Not exactly sure on this, but:
1st (Champ) will get 15 points.
2nd (Lost in Finals) will get 13 points.
3rd (Best of losers of CF) will get 12 points.
4th (Worst of losers of CF) will get 11 points.
5th will get 10 points.
6th will get 9 points.
7th will get 8 points.
8th will get 7 points.
9th will get 6 points.
10th will get 5 points.
11th will get 4 points.
12th will get 3 points.
13th will get 2 points.
14th will get 1 points.
15th will get 0 points.
Things to consider: Tanking may be a good option to get a great player in the draft, but if its a shallow one with only one great player (IE 04, with Dwight) you may end up with a role player at a top 5 pick and still a crappy team.
Commish:
I think we could do a rotation on commish. I also think with the right people, that this would almost be self governing, and we won't need trade approvals. I was thinking either doing a commish every couple years, like 5 commishes, each taking 2 years.
Things I don't know:
If we should have a cap on years that FAs can be signed. Not sure if we should have a max years, or how much that would be.
What MLE should be.
Rookie contract situation.
I know we can't start this for a while, because a lot of the main posters are either in the normal GMAT, or in the Reject League.
I would love some feedback on this one. I love doing these smaller games, like the Keeper League, the Reject League and the Current Auction draft we did last spring, and wouldn't mind to continue to do those, I just thought this would be a fun dynasty type thing, where your trades will make a big difference. Now that I've played a few of these, I have a better feeling of what works and doesn't, so hopefully I can get some positive feedback on this, or negative that could help it.

A couple things I forgot to mention...
To add to the FA class, I think we might take players 16-30 in each draft (since we are drafting the top 15) and add them to FA, just so we don't have a down year there. We might add some others too, like top players that didn't make the 15 rosters, to go along with our own FAs.
We will have a total of 11 rankings. 10 for each season, and 1 at the end for the win future teams. This way not everyone will try and win in the last year and you can still get credit for getting someone like Durant or Rose in one of the last drafts.
Another fun thing about this, is that if you screw up one trade, you aren't done for the game. You just get a low draft pick, and build around him.
Something I want some feedback on, is if we should pick cities/coaches and stuff like that. I think it would be fun, but not necessary (it would still be a very fun game without all that stuff).
So, just to repeat myself again, this is just to gauge interest and see what people think. And the above list is just potential people, if your name is on, it doesn't mean you are signed up, and it doesn't mean you have to play.
