not sure how close to the letter of the law kees wants to go, but remeber that June 23, 2012 is before 2012 FA, so technically that TPE expires with the start of the draft

How will amnesty works? Like RL? whereby only team under cap can bid or joining free agent pool? If only team under cap can bid will we have them open for bidding during free agency as well as a separate group?
