January 1995 -
The Houston Rockets are the defending champs, Shaq and Penny are the talk of the league, and there are rumors of MJ's return to the Bulls. Great big men of the 80's like Hakeem Olajuwon and Patrick Ewing are doing battle with the next generation of elite centers like Shaquille O'Neal and Alonzo Mourning.
Looking toward the draft, everyone is talking about Joe Smith and Antonio McDyess, while Jerry Stackhouse and Rasheed Wallace lead a tremendous North Carolina squad. There is word that a kid named Kevin Garnett may become the first High School player to jump straight to the NBA since Darryl Dawkins almost 20 years ago.
Accelerated Modern Era Be a GM - beginning in 1995 - Who's interested?
For those of you who enjoyed Be a GM and would like to start another one after the conclusion of the current game, I've decided to post an idea for a modern era sim that begins in 1995. The league will be accelerated to allow for more seasons.
There is a scoring system that I go over later in this post. The scoring system is designed to weight scoring in favor of teams who are trying to win championships, but it still allows rebuilding franchises to rack up points in other categories. This is to prevent the inflated value of prospects and deflated value of veterans that occurred in the last sim. This is also a 20 team league, so the talent concentration will be a bit higher. Expansion is possible in future seasons. The league kicks off with a contraction draft that includes every player from the teams that were not selected.
For those of you who are interested, there is a bunch more information about salaries, etc. down below. It's designed to be a pretty in depth game, so I don't know if there will be enough reliable posters to keep it going, but it's worth a try. I'd like to participate in the league as a GM, but I'm willing to be the commish and perhaps get an expansion franchise later on. If anyone is interested in running the game for a season or two (or more) please post your interest in being commissioner.

STRUCTURE/RULES
Sign up:
Initially limited to 20 teams. Remaining teams are contracted, players entered into 1995 contraction draft.
A GM may resign their post by contacting the commissioner with their need to withdraw. Inactive GMs will be replaced.
If original sign up was missed, Interested posters may be awarded an expansion franchise after each season.
Contraction draft:
Contraction draft order will be determined by historic 1995 record of remaining teams - worst to best.
The contraction draft is three rounds. All players from unclaimed teams will be entered into the contraction draft, along with all players who have been waived with the amnesty rule. GMs will be responsible for the duration of the drafted players contract; players from the contraction draft do NOT get new or rookie scale contracts. All undrafted players will be entered into the free agent pool. Trading/season will commence after the draft is finished.
Expansion rules:
At the end of each season, the league may be expanded by up to two teams. The league will be capped at 24 teams. If there are expansion franchises, each returning GM may protect eight players. Each team must leave at least two players unprotected, only two players may be selected from each team. In their first draft, expansion teams will pick starting fourth, in order of sign up.

***(old) Length of contract is uncertain. There are some obvious jumps in salary of changes in a team that will dictate when a player becomes a free agent. EX. Shaq and Mourning in 1996. GMs must try their best to figure out a realistic length of contract, according to http://www.basketball-reference.com salaries on individual player pages. Please send the commissioner proposed terms for your players contracts because the commissioner won't have the time to look at all 150-200 players.
Rosters:
We will be using January 1995 rosters, before the trading deadline has passed. Jordan is not presently on the Bulls, but will be on their end of season roster.
Trades that were completed near the February deadline haven't occurred yet, meaning the Rockets are still trying to get Drexler.
One time amnesty provision: Any players making 800k or less original salary may be cut without penalty; one player may be cut without penalty, regardless of salary.
Teams must start with at least nine players on their roster before the contraction draft.
