All he did was select PGs that played under 24mpg.

For example, you might have noticed TJ Ford and Calderon's names. They were both PGs on the Raptors at the same time and played platoon at the PG position, so it's hard to say who is the backup and who is the starter, although Calderon I believe was the one who came off the bench most of the time.

Yep, the starter was still Ricky Green, although it was a similar situation to Calderon/Ford.

Baron Davis is currently averaging 6.3 assists in 19mins off the bench. I guess he starts once fully healthy though.

That doesn't necessarily mean 'backup', though. There are many backup PGs who play more than 24 mpg. Though 24 mpg is a good measure to go by, and if someone is playing much more than that, it's hard to consider them a 'backup', whether they start or not.

Here is the actual "back-up" list as opposed to starters. This is essentially the same list as above with the following changes:

1.) They have to be qualified for the Assists Per Game leaderboard (meet the minimum number of games played)

2.) They must have more than twice as many Games as they do Games Started (meaning that they come off the bench more than they start)

For Stockton, he started 2 games and Rickey Green started 80, so it checks out that he was technically a back-up based on who started. Based on minutes, Rickey Green had 25.8 MPG while John Stockton had 22.7, so assuming that Green was always PG and not playing other positions, Stockton was his true back-up.
