What is individual offensive rating?

I know in the basketball reference glossary it states that O-Rating is points produced per 100 possessions but how exactly do you take this stat into context?
I'm assuming it isn't a perfect stat, no stat is, but I'm curious to know what is considered good/great offensive rating, what is considered great. I know that Chandler had the most offensive rating this season but I'm assuming it has a lot do with how he was the league leader in FG% and TS% this season but we all know he isn't the best offensive player in the league.
From what I heard, you have to take into context the usage rating to each player and such, but does anyone have like a range of good ratings per usage rating or something like that?
