Rockets Clint Capela has 73% of his moving screen is illegal (never get called).
Rule:
Once the screener establishes position, he cannot move laterally or toward the opposing player whom he is trying to screen. The officials will call the player for a moving screen and charge him with a foul.

Referees just don't care about the rules?

My question is what percentage of screens set league wide are even legal screens by the book?

The NBA rule book and officiating have drifted further and further apart. Conventions and policies internal to the refs are the guiding light, not the written rule. The written rules are pretty messy as they are. But we have lost any sense of a truly rule governed league. It is really harming my enjoyment of the sport, and I think it will ultimately be the league's undoing. Fans will get bored of the game if it isn't principled.
