CBA Question: Wagner and Mathews

Q: Having a tough time understanding the CBA rules for rookies and 2-way contracts. Having declined Mo Wagner’s rookie option for next year, are the Wizards limited in what they can offer him after the season as an Unrestricted Free Agent (ala Harry Giles with Sacramento last year or GIlbert Arenas with Golden State back in 2003)? (2) Similarly, are the Wizards limited in their offer for Garrison Mathews as a Restricted Free Agent after this season? Thanks!
