I think Clingan is perceived as a guy who will help immediately.
Bad teams with a long time horizon are interested in Sarr. But since they're bad, they already have a high lotto pick so there isn't much talk about moving up. Good teams are more interested in Clingan because he can help right now. Good teams need to move up because they aren't in the top of the lottery.
