Add to that - if we got the cost drivers of healthcare under control - wouldn't that allow us to help the poor as well (indirectly).

I like the idea of having a one-time large transfer that we do just once and then have a "wealth tax" of 1% after that.
Economically speaking you want to have the broadest tax base possible, like a VAT, to avoid disincentives, and then you just allocate tax revenue however, like we do now. Problem is VAT is regressive, so a luxury surtax would be "more fair" although definitely more distorting than a (clean) VAT.

Okay - so I can't go along with this. But the reasons don't have to do with fairness. It is the issue of liquidity as mentioned previously.
I am much for a fairer cleaner tax policy. One with no carveouts for individuals. But the income side is only half the battle. If our policies that drive healthcare and high education costs aren't contained - it matters not.
So for me - it would have to be a combination piece of legislation.
