I think you're on the right side with the Warren comment, but here NYU is trying to get the best students regardless of ability to pay, and that's a good thing.

Our tax dollars subsidizing Wall Street, yet again. Elizabeth Warren will be looking into this.

Close- It should have been a reimbursement to those that actually become general practitioners or researchers. You do it after not before. Once they have finished school they will still be drawn toward the better paying position. There is plenty of behavioral economics research that backs this up. I have to believe some of them have posted on the subject.
And yes, Elizabeth Warren is hilarious this way. If you ever listen to her speak, she always comes back to "Our tax dollars subsidizing Wall Street, yet again."
