How does the draft lottery works?

Can someone answer my question? For the wizards to get a top 4 or 5 pick locked down. Do we have to have a top 3 worst records in nba at the end of the season? Can anyone tell me how the nba draft lottery draft works?

if worst record--we cant pick lower than 4
2nd worst-5th
3rd worth--6th

I'm hoping we can get at least top 2 worst record but new Orleans is right there beside us. I just hope we don't go on a mini run at the end of the season.
