Rasual Butler can definitely play, but there is no room for him on the roster barring trades.

We were playing him in backup minutes instead of Evan Turner near the end of last year/playoffs.

Hopefully last year wasn't a statistical outlier. I dont remember him being a particularly good shooter before last season.

At this point, his only value is his ability to make 3 pointers. If he can't do that consistently, he has no value.
Don't know why they'd even consider him unless Webster is damaged.

A quick look at the stats he's a career 36% shooter from distance, but his two worst years from there were the two seasons before last (a combined 70 or so games). Next to Wall I'd expect him to have a good percentage and I suppose as a third stringer he could have a handful of meaningful games in a season. Nothing special but if he's even to make the team he'll likely get sparse and sporadic minutes.

Great, another geezer. It really bugs me when management gets lazy and only looks at "established veterans" instead of diamond-in-the-rough up-and-comers.
This is a bad signing. Never take on an NBA guard or forward age 33 or older unless he was a legit star or at least an above-average starter/borderline All Star in his prime. Butler was only good enough to be a fringe starter when he was at his physical peak. Now that he's 35, he has no chance to compete at this level. I'd take anybody from the D-Leagues over him.
I really don't understand why we're not looking to add a young, up-tempo PG instead of more veteran swing men.

Eh, I don't think it's bad at all since there's no risk. And it doesn't preclude signing another PG, or another D-League swingman for that matter. Let's see who else they bring in.

Non-guaranteed or not, nate's mostly right. This is paint-by-numbers team "building." There's zero upside with Butler. He peaked years ago as a below-average player. Last season he was above replacement level in my ratings, but not by a lot. The Wizards have veterans. They could have brought a young player or two to camp who has some ability -- sorta like what the Spurs often do. Instead, they sign an old guy who at best is going to give them a year of sub-par basketball.

Dude's probably going to shoot like 40% from 3 and we'll be here in May 2015 saying how great and underrated signing this was.

My first reaction - This guy's still in the league? I like the "non-guaranteed" part though. Does that mean we could simply cut him when Webster comes back?

It means we can simply cut him in training camp or preseason.

If Ray was interesting in joining, he would get cut tomorrow.
Or any other player we needed more for that matter.
Just another vet for camp. Vets are good for young players like Wall, Beal, Otto, Glen and Kevin.
Miller will be gone next year. We will add someone younger then him as his replacement.
And PP is done the year after that. Another young piece will get added then.
And at that point, Beal and Otto will still only be 23 with Wall in his prime at 26
Adding older fringe players is not a concern right now. Specially since the place we would need one the most is in he front court and that is filled with players already. We aren't getting another younger player there until Kevin is gone.
