Winger was handling legal and administrative in his previous stops. I don’t really see him being involved too much with personnel.
He was involved in personnel in the sense of being a driver of deals -- but seemingly not in the sense of talent decisions.
As to Dawkins making the draft decisions... IMO, OKC has been up & down in the draft over the last 5 years
2018: up -- with the #11 pick they took SGA, one of the best guards in the league, then got Diallo from Charlotte in R2 (in return for a late R2 pick i 2019).
2019: I didn't like this draft much for the Thunder. They had the #21 pick & traded it to Memphis, who picked Brandon Clarke, in return for the #23, with which they took Darius Bazley, plus & a R2 pick in 2024. They did sign Luguentz Dort undrafted.
2020: OKC took Immanuel Quickley at 25. They had the #28 from the Lakers. They traded both picks to get 17, which they used on Pokusevski -- a swing for the fences! I would have rather seen them keep the picks & draft Quickley & either Desmond Bane or Xavier Tillman.
2021: OKC had an excellent draft! At 6 they nabbed Josh Giddy. They traded the #16 pick to Houston for 2 future R1 picks (1 of them being the protected pick we'd sent to Houston in the Wall trade), then at 18 they picked Tre Mann. So far, he hasn't worked out. They traded #s 34 & 36 to the Knicks for #32 & took Jeremiah Robinson-Earl. So far not all that great except for Giddy. But, then, at 55 they took Aaron Wiggins, who has turned to be a terrific player.
In 2022, of course, we know they took Jalen Williams with #12 -- an outstanding move! Then, just to confuse everybody, they took Jaylin Williams at 34.
