IBTM, but, I don't think his return will damage the tank more than marginally, if at all.
(1) I saw mention that he's only playing home games, and his minutes will be pretty severely limited. So at most he might affect the outcome in 2-3 games.
(2) Even if the Wizards win 2-3 more than they would have, the impact on the standings is going to be marginal. I think the Wizards are locked in to at least the bottom 3-4 at this point, and the chances they could snag the worst record from the Kings even without Arenas are not really good.
(3) Worst record only gets you a 1 in 4 chance at Blake anyway. Of course the more ping pong balls the better, but the luck aspect of this is so significant that going out of your way to worst record just guarantees you a top 3 pick. After Blake, the value of the top prospects drops significantly.
