Almost every team needs a center. Cleveland is no different:
CLE - Embid (in time, he's a transcendent talent if healthy)
Milwaukee needs dynamic talent, skill, scoring, rebounding, and muscle from the PF and C positions:
MIL - Randle (flanked by great shot blockers and a dearth of wings, he improves this team mightily)
Philadelphia needs shooting, scoring, and rebounding:
PHI - Parker (meshes well with Young, who can guard the opposing team's best F)
Orlando needs a PF first and a PG second:
ORL - Exum (although joining a bit of a logjam, Exum looks much better than Vonleh, the best PF available)
Utah needs an athletic swingman who can help hide Heyward's defense:
UTA - Wiggins (the perfect place for him)
After trading Love to Boston for this pick, Minnesota needs scoring:
MIN - McDermott (a legit rookie of the year candidate in this situation with the potential to be a MIN-lifer)
Lakers need dynamic talent at PF, PG, and SG or SF:
LAL - Smart (fits nicely as a rookie who will quickly garner respect on the "Kobe and Gasol Wind Down Tour")
Sacramento needs a large PG to tandem with Thomas and a dynamic role player at PF who is unselfish, offers strong intangibles, plays defense, and doesn't care too much about scoring:
SAC - Gordon (an instant starter who will have an instant impact even though the box score won't show it)
Charlotte needs shooting and bigman depth:
CHA - Vonleh (the best player available who fills a need)

According to all the experts, it won't happen, but in my humble opinion, it should.
Out of all players in the draft, absent of Embid, Randle would help their current squad the most.
Milwaukee needs a dynamic scoring player on the inside like nobody's business.
Randle accentuates what they already have going in Giannis, 2 shotblocking centers, and a handful of potentially decent guards who can shoot.
What's missing is a "drop it in" post player, one they haven't had since Vin Baker and Terry Cummings.
If they draft Wiggins, as many have them doing, they could become much better defensively, yes, but I don't really like the idea, fit, or collective inexperience levels of Wiggins and Giannis on the wings together, especially with the chasm of inside scoring.
Milwuakee doesn't need a another skinny project player on the wings when they're is already money (Mayo) and talent (Giannis) invested there.
The hole on this team lyes on the inside, regardless of who the pundits have the Bucks actually drafting.

There is no team in the top four, in my opinion, who could utilize his skillset more, no team that needs his strengths more than the Jazz.
Cleveland could use him, but Embid is a risk you must take.
Milwuakee, where many have him going, doesn't really need a defensive wing as much as they need a low post scorer.
Philadelphia could use him as well, but Parker is the better go-to scoring fit with Carter-Williams, Noel, and Young.
Orlando, who, like Milwaukee, could use a power forward in the worst way, should fill their PG hole instead of reaching to solely fill an even bigger hole by drafting a very raw Vonleh.
It will never happen, but my mock has nothing to do with making predictions, and everything to do with filling holes to make teams better immediately. Every player in this top-9 mock was given that type of consideration.
