Inactive manager: replacement possible?

We've set up a dynasty league in Yahoo, but one manager hant een active and just now les now he wants to drop out. Now I can't edit his team or the manager of that team, but I read this on yahoo answers:

I have been told by another player in one of the leagues i'm in that it is possible to have another manager replace the inactive one. You must contact yahoo fantasy sports to do it though. As the commish you can only do it until the season starts. You have to find a replacement for the inactive manager

Is this true?

Also, if so:

we're looking for a skilled manager who wants to participate in this 17 team (!!!!) league. International managers, pretty active, and it's 9 cat. roto based. You get to keep you entire team each season.
