Corrupt Commish?

Is this, in your opinion, corrupt actions for a commisioner to take in a keeper league?
In my keeper league, before the draft, each GM sends in a list of their keepers. They can have either 3 or 4 keepers. Those who choose 3 get to draft their 4th keeper in a special round that has all of the players who arent keepers. There is a deadline for when you can send in your keepers. This deadline came and passed. The round where GM's with 3 keepers get to select a fourth came and went, and the real draft was about to start. I have the first pick in the draft. I am ready to make my selection, when the commisioner tells us that one of the GM's who had 4 keepers had decided to switch to 3 and was going to pick a new player. The guy was there all around the deadline. He was there all around the pre-draft. He only decided to change his mind after he saw who every had picked for their fourth keeper.
Is this ok for a commisioner to do? He had everybody vote and I believed only I and the person with the second pick said no. I mean, nobody else cares because they arent really affected by this at all and Im sure some have their eye on the guy he dropped from his team, but there is a very high chance that this guy is going to take the player I wanted.
