Does the CBA prohibit Sign and Trade for Traded Player Exceptions?

Example the Nuggets with their 9.7 million trade a draft pick to NY (7.5 mill) for S&T David Lee...just an example..I know the Knicks wouldn't do this for just a pick.

But I thought the Knicks got Harrington from Golden State a few months ago. This is all so confusing.
