As you may already know, the 48.04% figure is a holdover from the previous CBA. I imagine we could make a fairly reasonable guess as to why it was negotiated to remain constant while the salary cap increased to 51%.

I would imagine that among the many issues involved in the negotiation of the 2005 CBA were the players' desire to retain a larger overall percentage of league revenues and the league's desire to limit maximum player salaries, and the current structure is among the many comprises that were agreed to.
