Poison Pill Provision and Base Yearly Compensation

I was reading about Noah being pssibly involved in a Carmelo trade after he was resigned, and I wasn't evirely sure the difference and the reason that a player becomes each.

The Poison Pill provision is when a player is resigned while they're still under their rookie deal? correct? That means that the team that's trading them only is getting rid of they're rookie deal, and the team recieving the player gets the extended value? right? This makes it very hard to trade a player after being resigned on his rookie deal?
