Two questions on international buyouts.
1. Excluded Amount
The "Excluded Amount" chart on question 74 of the Salary Cap FAQ (which shows how much a team can pay towards an international buyout without it counting against team salary) increases by $25,000 per year from 2011-2021, except for a suspicious $50,000 jump in 2013. Could someone with a direct line to Larry Coons confirm that this is not a typo?
2. International Buyouts (in excess of the excluded amount) are treated as signing bonuses, but does the 15% of total value cap still apply?
Question 73 talks about the limitations of signing bonuses, including the 15% limit. However, in Question 74, there is a Rookie Scale example that breaks this rule.
In his example, the player is given a signing bonus of $680,640 (120% of the scale minus 80% of the scale times two, because it is allocated over the two guaranteed years of a scale contract). This falls within the 15% limit of the total value of a 120% scale contract. However, in the example, the rookie is actually signed to an 80% contract with a signing bonus (his "base salary" is based on the 80% scale, and therefore years 3 and 4 would presumably be the 80% amount). With the 15% limitation, the max signing bonus that could be applied to an 80% scale contract for the 30th pick in 2011 is only $612,883.

This is not a typo. Larry's numbers are taken directly from Art VII, Sect 3 (e) (1) of the CBA.
