Rockets dealing cash for players?

I was always under the impression that teams had to at least include a fake asset in return such as a top 55 protected 2nd or rights to a foreign player that isn't coming over. What rule allows the Rockets to simply deal cash considerations for guys like Hilliard and Quarterman? Was just confused because this goes against my previous knowledge of the CBA, any help at understanding would be greatly appreciated.

Cash is considered an asset that can be traded in the same way that teams buy draft picks. #82 of the CBAFAQ covers it.
