Do minimum salary players count against the cap / towards the luxury tax?

In addition, if they were undrafted and have less than two years of experience, they count towards the tax at the equivalent amount to the two-year veteran minimum.

Veterans 3+ year though only count towards cap and tax the amount of a 2-year veteran as well. Basically, the NBA took away any incentive to sign younger players to minimum to save money.

This is only if they are signed to a 1 year minimum contract. Otherwise, they count at the minimum for their years of service.
I prefer to look at it as the NBA gave teams incentive to sign older players and keep them in the NBA vs cutting them loose for younger, cheaper options.
