No Qualifying offer, does cap hold stay?

If you don't extend qualifying offer to player, their cap hold and bird rights still remain correct? They just become unrestricted free agent.

Yes, unless those rights are renounced.

One minor note: The cap hold can change for minimum salary players. Their qualifying offer is be the minimum salary + $200,000. If that is greater than the FA amount, then they use the QO. If no QO, it drops back to the minimum salary.
