Confused about rules of singing FA's and salary cap

cleveland has a total team salary of roughly 45,903,741, since lebron has opted out....
so why is cleveland allowed to re-sign lebron, when another team with a 45m team salary cannot sign him?
also, say for example a team needs one more roster spot to fill, and they are 4 million under the salary cap, but they want b.haywood who let's say wants 7m, can they sign him?
also i thought of something else i wondered, how does orlando have any chance of re-signing redick or barnes, if they are already over the salary cap, and furthermore into the lux.tax?
- is it because it is their free agents? what if instead of wanting barnes, the magic want to sign a player from another team who is asking for the same amount as barnes - can they sign that other player?
