since some days, there's a rumor saying that Childress has already start to negotiate a offer sheet with WAS.
I thought at first that being a RFA from ATL, he should not be allowed to negotiate anything before July 1st.

As I did not found any confirmation of that, including in Larry Coon FAQ, I would like a confirmation if somebody is able to do it.
Is it due to the fact that he's a RFA, and is allowed to find an offer sheet at any time, including between season end of ATL and July 1st,
or is it due to his new Q.O. being extended lately (these last days), which allowed him to talk to other team before ?

In the CBA:

ARTICLE XI Section 1. (a) (ii)
a Restricted Free Agent is free at any time beginning on the first day of the Moratorium Period to negotiate a Player Contract with his Prior Team and to negotiate an Offer Sheet (as defined in Section 5(b) below) with any Team other than his Prior Team, and is free at any time after the last day of the Moratorium Period to enter into a Player Contract with his Prior Team or an Offer Sheet with any Team other than his Prior Team.

Most free agents are under contract to an NBA team until July 1st. Childress isn't. He's under contract to Olympiakos. If Olympiakos grant him permission to talk to NBA teams, which they did - in fact, they actively encouraged it - then there's no problem.

It made me think that I misread the CBA quote, as it should certainly be right for the first summer when the player is entering Restricted Free Agent market; This is when he has to wait July 1st, but not after this first summer, as he continue to be one RFA until he signs with his team or an offer sheet from another team, both in the NBA.
The other possibility is if his prior team doesn't extend the Q.O., then it's a different story as he would be UFA.
