Should NBA get rid of buyout limit?

I really don't understand why there is a limit for buying out a player of a foreign contract. I understand why they added a rookie salary scale because the salaries were getting out of hand, but a buyout does not go to the player, it goes to another franchise. There is a $0.5M limit on buyout purposes, yet teams can pay other teams $2M for their picks. When buyouts happen then it is on the player to pay the difference, which puts that player at a disadvantage as compared to other rookies financially.
I want to see the best players get picked, regardless of buyout situations. If a team feels a foreign player is the best player available then they should be able to pick him and then decide whether they want to pay to have him now or wait on him until his contract is over. If they want to pay a $7M fee, then it should be their right.
The only negative I see is that rich teams could take advantage, but the teams picking high where difference makers are usually found aren't the storied franchises for the most part.
