Guys like D Rose, Westbrook will be RFAs next season and I am wondering what the cap holds will be.

on LCs site it shows 300% for coming off below average rookie scale contract and 250% for coming off 4th season of contract.

Need to figure this out for GM a Team.

I think you've answered your own question. Note however that it's not below "average rookie scale contract" but "average contract", i.e. the MLE.
