was trying to see if salary max limitations for players with only 2 years experience is in the new CBA. I know the old CBA hate the "Gilbert Arenas rule" which only allowed players with 2 years experience get the MLE for seasons and 4 then a big bump in pay for the 5th season. Is this still the case.
or example, would MLE (or technically the avg salary, still be the max that a guy like Landry Fields could get for the first 2 seasons of a new contract this summer?

Yes, the new CBA still has the Gilbert Arenas provision.
The provision limits the amount of salary teams can offer in an offer sheet to a restricted free agent with one or two years of service. It still basically works the same as is described in Larry’s FAQ, with adjustments to reflect the terms of the new CBA.
Fields would be eligible to receive up to the $5.0 million value of the Non-Taxpayer Mid-Level Exception in the first year of an offer sheet signed next season, with up to a 4.5% raise in the second year. The third year salary in such an offer sheet could potentially jump considerably (subject to the conditions Larry describes), but bear in mind the additional restrictions that would impose.

Marcus Thornton was re-signed by his prior team with cap space. The Gilbert Arenas provision applies only to offer sheets.

The Kings held Thornton's Early Bird rights. But he was signed to a contract with a starting salary greater than the Early Bird exception would allow, which is why cap space was required.
