There are several points that should be considered.
Since Green’s qualifying offer was withdrawn, he is currently an unrestricted free agent.
The published reports suggest his qualifying offer was withdrawn in “mid-December.” The exact date is quite significant. If it was withdrawn on or after December 17, the Celtics would have been deemed to have renounced Green in conjunction with the withdrawal. Thus, the team would no longer have his Bird rights.
In either case, Green would not currently be eligible to be signed-and-traded either this season or next.
However, if Green were to hypothetically be signed to a rest-of-season contract with the Celtics this season, two things would happen upon completion of the contract:
First, the Celtics would re-acquire Green’s Bird rights (assuming, of course, they were lost in the first place, which is probably not the case).
Second, he would meet the conditions described by DBoys above, and would thus be eligible to be signed-and-traded next offseason (assuming all other conditions of the provision are met as well). The team would, however, need to be mindful of any potential Base Year Compensation issues in doing so.
