Can Wilson Chandler be S & Td at this point?

I'm hearing that he can't during mid season. Can someone explain that to me. I thought that there was a way to do it. Isn't that what Toronto is trying to do? Or is it just come up with an offer sheet. And what (if they do) is Denver's options, to match or is there some way they can possibly trade him to Toronto. I'm a bit confused on this one. Thanks.

Toronto would simply be considering trying to sign him to a deal, which would have to be on an offer sheet (matchable by Denver) since he's a RFA.
