Can this happen under the new CBA?

Purely hypothetical but lets say Dwight Howard really wanted to sign with the Heat when he was a free agent. Could the big 3 agree to tear up their contracts and resign for lower amounts to create cap space to sign Dwight to something larger than a MLE or minimum contract?

It's for an extension, not restructuring a current one. Neither side (players nor owners) can restructure a deal and have that player remain on the team.
