Curious if there is any provision of Traded Player Exceptions counting agains the cap?
If Dallas were able to trade Lamr Odom for a TPE or Vince Carter for a TPE, would this count against the cap? Do they have to renounce the ability to use the TPE?
I'm viewing this as possible way for Dallas to add a player or two after they use their cap space this summer. If we were to use the cap space on maxing Deron Williams and they rest of the 5-7 million on another free agent, which then puts Dallas at the cap limit, could they then trade for a player with the TPE to fill the rest of the roster? Of course this assumes Dallas found a home for one or both of VC or Odom.
Seems like a way Dallas could use more than the salary cap to put a better team on the floor?

You lose the TPE if you have more cap space then it. So, unless they were able to get a TPE larger then a max contract for Deron, its kind of a moot question. But yes, it counts against the cap, so even then it doesn't help.

26. How do exceptions count against the cap? Does being under the cap always mean that a team has room to sign free agents? Do teams ever lose their exceptions?
If a team is below the cap, then their Disabled Player, Bi-Annual, Mid-Level (either the Taxpayer or Non-Taxpayer Mid-Level, whichever applies to the team) and/or trade exceptions are added to their team salary, and the league treats the team as though they are over the cap1. This is to prevent a loophole, in a manner similar to free agent amounts (see question number 38). A team can't act like it's under the cap and sign free agents using cap room, and then use their Disabled Player, Bi-Annual, Mid-Level and/or trade exceptions. Consequently, the exceptions are added to their team salary (putting the team over the cap) if the team is under the cap and adding the exceptions puts them over the cap. If a team is already over the cap, then the exceptions are not added to their team salary. There would be no point in doing so, since there is no cap room for signing free agents.

Ok, I have a question, and this seems as good a place as any.
It's my understanding that in order for teams to claim any cap space, they must first renounce any TPEs. So, Utah just used part of a TPE to trade for MO Williams. They are over the cap, but if they were suddenly able to trade Jefferson or Harris without taking back salary, they could still get under the cap. So, is Utah prohibited from claiming cap space because they didn't renounce their TPE, or am I jumping to some incorrect conclusions?

Mostly the jumping one.
The only way the use of the TPE effects Utah's cap space is now they will have Mo Williams on their salary. They can still waive it and have whatever cap space they might have, or get enough cap space that the TPE disappears (TPE's automatically disappear if the team gets under the cap by more then the TPE.)
