Possibly being filed against the Magic.

I just can't see this being resolved in time for free agency, not with team's still having cap space. So, just an attempt at leverage for trade demands? Or does anyone think it can be resolved before mid July, when it hasn't be filed yet?

This is just more Howard tantrum-idiocy. He alleges he was "tricked" into opting in for the 2012-13 year based on promises the Magic made which they didn't follow through on. Even if such promises were made if they aren't in the contract then he has no basis for action and such actions (add player X or better players) would be too vague to be included in a player contract anyway.
