I've read the FAQ but still had a question. A team with cap space does not need to renounce this exception, correct? Assuming the team spends actual under cap dollars, once they reach the cap they can then use it?

Looks like this question slipped by… but you are absolutely correct. This exception arises on the day after the team's team salary falls below the salary cap (such that the team is no longer entitled to use the BAE, NT-MLE, and T-MLE) and expires on the last day of the team's regular season.

If a team uses the room mle do they become hard capped at the apron?

Will never likley arise but theoretically they could make use of the TPE to increase salary to this level.
