Can you S+T a guy if he's coming off a 2-year deal? Using early bird rights?

Ex: Player X is now a UFA. He's coming off a 2-year deal where he made 1.2 and 1.2 M the last 2 years. Can the owning team S+T him using early bird rights? And if so, what amount can the team sign him for. Let's assume the owning team has 20M in soft cap space. Can the owning team sign him for 8+M then trade him in the S+T?

Yes. As long as the criteria are met (specified here: http://www.cbafaq.com/salarycap.htm#Q90), he can be signed-and-traded.

If the sending team is below the cap, it can sign him for up to the amount of room it has below the cap (not over the maximum salary). If the sending team is over the cap, it can still utilize his Early Bird rights to sign him (for up to the greater of 104.5% of the average salary in the previous season or 175% of his salary in the previous season, not over the maximum salary), but it would be subject to what people commonly refer to as Base Year Compensation (http://www.cbafaq.com/salarycap.htm#Q88) if the raise was greater than 20%.

In that scenario,
1 Yes they could sign him to an 8M deal, but would use cap space not EB exception to sign him (this season, the EB exception could have been used to offer the player you describe up to 5.565M).
2 They can S&T - but a player cannot sign a deal and then his team surprise him with "Oh, by the way, we are trading you to team X." The trade to Team X is made a part of the deal being signed, in a S&T.
3 In the example you give, in that sign and trade, base year rules would not apply even though it was a raise greater than 20%, since he is being signed using cap space. So the prior team would either do a staying-under-cap trade or would be able to get 8M (times 150%, most likely) in outgoing credit for trade matching.

So what is the max amount the owning team can sign the player for in the S+T?

Here are the variables:

-UFA coming off a 2-yr deal where he made 1.2/1.2 last 2 years
-owning team has 20M in soft cap space

Can the owning team S+T the player using its soft cap space, with the player getting a salary at 8-10M in the S+T, and how much can the owning team take back in the S+T?

Depends on how long the player has been in the league.

Short version, can sign for lesser of max (see here) or $20m.

In s&t team can take back $25.1m (125% of $20m +100k).
