If CLE has a trade exception, that's news to me.

si.com is saying the same thing, that Cleveland does not have a trade exception so players have to be involved.

The Cavaliers don’t have a traded player exception with which to absorb Hawes’ salary, so they will have to roughly match his incoming $6.5 million in order to make the deal legal. The other players in the deal were not immediately known.

I don't know what was announced at the time you posted this comment, but the salaries of Clark and Sims are sufficient to make the trade work.
