Thus the question: is a non-guaranteed 2nd year allowable on an offer sheet?

I believe you are correct. It only needs to be for two seasons, but I don't think they need to be two fully guaranteed seasons.

Now, I can't really see a team offering it, because it would probably almost be immediately matched. Unless the original team had little to no interest in the RFA in the first place, they probably match. Most teams can eat a year of a deal, almost no matter how bad it is.
